There are still states, counties, and municipalities. There is law enforcement at all those levels, and they’re traditionally against roving rapist bands.
Bruh I live in oklahoma. Admittedly our second largest city did just elect a democrat, but outside of that every level of my state is pro trump to a terrifying degree. Police officers here fly trump flags on their cars. And in my local town just a couple years ago an officer got put on paid leave for raping a 13(?) year old boy.
