I don’t think the “Certainly” quoted in the text of the article was a direct answer to the question of if he was saying they are not needed.

I don’t think you’re right, and I’m honestly a little concerned about your mental state.
There are still states, counties, and municipalities. There is law enforcement at all those levels, and they’re traditionally against roving rapist bands.
People don’t have guns in their homes to promote the safety of their kids.
